The Oneida Daily Dispatch, LEGAL NOTICE NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS Notice of Intent to Request Release of Funds The City of Oneida gives notice that it will submit a request for release of grant funds and an environmental certification pertaining thereto to the New York State Housing Trust Fund Corporation and the New York State Homes and Community Renewal on or about July 31, 2014. Comments on the environmental review will be received at the address above until July 30, 2014. Program Title: City of Oneida Housing Rehabilitation Location: City of Oneida Purpose of Project: Housing rehabilitation $328,000, Program Delivery $43,400, Program Administration $28,600. Estimated Cost: $400,000 NYSCDBG Project: 844HR14-13 The City of Oneida will undertake the program described above with New York State Community Development Block Grant funds from the U. S. Department of Housing and Urban Development (HUD) under the Title 1 of the Housing and Community Development Act of 1974, as amended. City of Oneida is certifying to OCR that the City of Oneida and Mayor A. Max Smith in his official capacity as Certifying Officer consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision-making, and action, and that these responsibilities have been satisfied. The legal effect of the certification is that upon OCR’s approval, funds may be used for this program, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and other related laws and authorities. OCE will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one bases: a)that the certification was not in fact executed by the chief executive officer or other officer of applicant approved by HUD: or b)that applicant’s environmental review to RROF for the project omitted a required decision, finding, or step applicable to the project in the Environmental Review Process:or c)other specific grounds found in HUD regulations at 24CFR.58.75. An environmental Review Board is on file at the address below and is available for public examination and copying, upon request, during normal business hours, 8AM to 4PM.
