BE IT RESOLVED by the Board of Education of the Stockbridge Central School District, Madison and Oneida Counties, as follows: Section 1. It is hereby determined that the Board adopting this resolution has declared itself to be the lead agency under the State Environmental Quality Review Act and the regulations promulgated thereunder for purposes of determining the environmental impact of the project described in Section 3 hereof. Section 2. It is hereby determined that the project described in Section 3 hereof is a Type II Action which will not have a significant impact upon the environment, as defined in said regulations. WHEREAS, the Board of Education of the Stockbridge Central School District, Madison and Oneida Counties New York, has called a Special School District meeting of the qualified voters of said School District to be held on the 10th day of March, 2015, and WHEREAS, it is now desired to provide for the appointment of inspectors of election and other matters in connection therewith for said Special School District meeting NOW, THEREFORE, BE IT RESOLVED, by the Board of Education of Stockbridge Central School District, Madison and Oneida Counties New York, as follows: Section 1. The Oneida Daily Dispatch, LEGAL NOTICE [NOTICE II] NOTICE OF BOND RESOLUTION The Bond Resolution, a summary of which is published herewith, was adopted on December 11, 2014. The validity of the obligations authorized by such resolution may be contested only if such obligations were authorized for an object or purpose for which the Town of Hamilton, Madison County, New York is not authorized to expend money or if the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the constitution. Reymers, Town Clerk SUMMARY OF BOND RESOLUTION A Bond Resolution adopted by the Town Board of the Town of Hamilton, New York (the “Town”) on December 11, 2014 authorizes the issuance of bonds and other obligations to finance the cost of a project (the “Project”) consisting of the acquisition of and the construction of renovations and improvements to building located at 38 Milford Street in the Village of Hamilton, New York, for use as a new Town Hall including site improvements, original furnishings, fixtures and equipment incidental thereto, architectural, legal and engineering fees, and all other necessary costs incidental to such work. The estimated maximum cost of the Project is $500,000. Pursuant to the Bond Resolution, the Town is authorized to issue up to $400,000 of serial bonds or any bond anticipation notes, including renewals of such notes and is further authorized to levy a tax to pay principal and interest on said obligations and apply, if and when available, state and/or federal assistance available or any revenues available for such purpose from any other source. The plan for the financing the cost of the Project is (i) using $100,000 of available Town funds, (ii) the issuance of up $400,000 of serial bonds or any bond anticipation notes, including renewals of such notes, of the Town and (iii) the application of state, federal or charitable assistance available or any revenues available for such purpose from any other source. Under the Local Finance Law, the acquisition portion of the Project has a period of probable usefulness of 15 years and the renovation and improvement portion of the Project has a period of probable usefulness of 10 years. Such resolution shall be kept available for public inspection in the Town Clerk’s Office during regular business hours for twenty (20) days following this publication.

The Oneida Daily Dispatch, LEGAL NOTICE NOTICE OF SPECIAL SCHOOL DISTRICT MEETING Stockbridge Central School District Madison and Oneida Counties, New York PLEASE TAKE NOTICE that a Special School District Meeting of the qualified voters of the Stockbridge Central School District, Madison and Oneida Counties, New York, will be held on March 10, 2015, in the School Foyer of the Stockbridge Valley Central School District Building, in Munnsville, New York at which the polls will be kept open between the hours of 10:00 o’clock A.M. and 8:00 o’clock P.M., Prevailing Time, for the purpose of voting by voting machine upon the following propositions: PROPOSITION NO. 1 (CAPITAL PROJECT) Shall the following resolution be adopted, to wit: RESOLVED, shall the Board of Education of the Stockbridge Central School District be authorized to reconstruct and improve various School District facilities, including original furnishings, equipment, machinery and apparatus and site and other incidental improvements and expenses in connection therewith at a maximum estimated cost not to exceed $5,400,000, with the expenditure of $150,000 capital reserve fund monies therefore, and that the remaining $5,250,000, or so much as may be necessary after applying Excel aid, shall be raised by the levy of a tax upon the taxable property of the District to be collected in annual installments as provided in Section 416 of the Education Law, and in anticipation of such tax, obligations of said School District shall be issued, including obligations in excess of the constitutional debt limit of said School District as and if necessary. PROPOSITION NO. 2 (BUS) RESOLVED, shall the Board of Education of the Stockbridge Central School District, Madison and Oneida Counties, New York, be authorized to purchase a school bus, including incidental expenses in connection therewith, at a maximum estimated cost of $112,000, and $112,000 or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and in anticipation of such tax, obligations of said School District shall be issued, including obligations in excess of the constitutional debt limit of said School District as and if necessary. In the event that an abbreviated version of either proposition is necessary due to space constraints on the voting machines, a copy of the full text of said PROPOSITION shall be on file in the office of the School District Clerk, located at the Administrative Offices, in Munnsville, New York, where the same is available for inspection by any interested person during regular business hours and shall be posted at the voting location. SEQRA DETERMINATION: The project has been determined to constitute a “Type II Action” pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, the implementation of which as proposed and provided by said regulation, will not result in a significant environmental impact. ABSENTEE BALLOTS: Absentee ballots may be applied for at the District Clerk’s Office. The District Clerk must receive applications for absentee ballots at least seven days prior to the vote, by March 3, 2015, if the ballot is to be mailed to the voter, or on or prior to March 9, 2015, if the ballot is to be issued to the voter in person. The District Clerk must receive absentee ballots not later than 5:00 PM on March 10, 2015. A list of all persons to whom absentee ballots shall have been issued will be available in the District Clerk’s Office during regular office hours until the day of the election. Any qualified voter may, upon examination of such list, file a written challenge of the qualification as a voter of any person whose name appears on such list, stating the reasons for such challenge. Such written challenge shall be transmitted by the District Clerk to the inspectors of elections on election day. In addition, the list shall be posted in a conspicuous place or places during the hours of such Special District Meeting and any qualified voter may challenge the acceptance of the absentee voter’s ballot of any person on such list by making his or her challenge and the reasons therefor known to the inspectors of election before the close of the polls. The Oneida Daily Dispatch, LEGAL NOTICE PUBLIC NOTICE ADVERTISEMENT FOR BIDS Powerhouse Sprinkler System Village of Hamilton, New York The Village of Hamilton, Madison County, State of New York, through its Municipal Utilities Commission (MUC), herein called the Owner, will receive sealed bids to provide all services, equipment and materials to provide a complete, operating, tested, functioning, dry pipe sprinkler system for the Village of Hamilton MUC Powerhouse in accordance with Contract Documents prepared by Peterson Guadagnolo Consulting Engineers PC. Bids will be received at the office of the Clerk of the Village of Hamilton, 3 Broad Street, Hamilton NY 13346, until 2:00 p.m. local time on February 23rd, 2015, at which time all bids will be publicly opened and read aloud. The Oneida Daily Dispatch, LEGAL NOTICE NOTICE OF RESOLUTION SUBJECT TO PERMISSIVE REFERENDUM FOR THE ESTABLISHMENT OF AN AMBULANCE DISTRICT IN THE TOWN OF HAMILTON The Town Board, by adoption of a resolution on January 21, 2015, determined upon the evidence given at a public hearing held on January 21, 2015 that it is in the public interest to form an ambulance district in the Town of Hamilton. The boundaries of the district are as follows: The entire Town of Hamilton, including all of the Village of Hamilton within the Town’s boundaries, along with all of the Village of Earlville that is within the Town of Hamilton’s boundaries and within Madison County, if said villages will consent to the establishment of such a district within their villages. The adoption of said resolution, a copy of which follows, is subject to a permissive referendum and shall not take effect until thirty (30) days after its adoption, nor until approved by the affirmative vote of a majority of those qualified to vote on the issue if, within that period, there is filed with the Town Clerk a petition properly signed by the required number of owners of taxable real property within the proposed district, all as required by Town Law Section 209-e. The Oneida Daily Dispatch, LEGAL NOTICE RESOLUTION OF THE TOWN OF HAMILTON, NEW YORK, ADOPTED JANUARY 21, 2015, APPROVING THE ESTABLISHMENT OF AN AMBULANCE DISTRICT IN SAID TOWN WHEREAS The Town Board has received and reviewed a Map, Plan and Report for a proposed ambulance district in the town; and WHEREAS the Map, Plan and Report was filed in the office of the Town Clerk; and WHEREAS the Town Board, on January 8, 2015 adopted an order reciting a description of the boundaries of the proposed district, the maximum amount proposed to be expended for the first year of operation of the proposed ambulance district, the fact that a Map, Plan and Report describing the same had been filed with the Town Clerk for public inspection, and that said Town Board would meet at the Village of Hamilton Courthouse, 60 Montgomery Street, Hamilton NY, on January 21, 2015 at 5:30 PM for the purpose of conducting a public hearing on such proposal to establish the ambulance district for the services specified in the Map, Plan and Report, and to hear all persons interested in the subject thereof concerning the same; and WHEREAS copies of said order were duly published and posted according to law, and said Town Board at the time and place specified in said order, duly met and considered such proposal and heard all persons interested in the subject thereof, at the time and place specified, concerning the same; and WHEREAS the Town Board considered the evidence offered at such time and place; NOW THEREFORE BE IT RESOLVED by the Town Board that it has determined as follows: 1. The notice of hearing was published and posted as required by law and is otherwise sufficient. 2. All of the property and property owners within the proposed Ambulance District are benefitted thereby. 3. All of the property and property owners benefitted are included within the proposed Ambulance District. 4. It is in the public interest to establish the proposed Ambulance District as hereinafter described; and be it further, RESOLVED that the Town Board does hereby approve the establishmen of an Ambulance District, with the following boundaries: The entire Town of Hamilton, including all of the Village of Hamilton within the Town’s boundaries, along with all of the Village of Earlville that is within the Town of Hamilton’s boundaries and within Madison County, if said villages will consent to the establishment of such a district within their villages; and be it further RESOLVED that this resolution is subject to a permissive referendum in the manner provided Town Law Article 7 and Town Law Section 209-e(3).
