The Oneida Daily Dispatch, LEGAL NOTICE ADVERTISEMENT FOR BIDS Sealed bids for the furnishing of all labor and material necessary for the Verona Sewer District Sanitary Sewer System, will be received by the Town of Verona Town Clerk at the Town Hall, 6600 Germany Road, Durhamville, New York 13054 until l0:00 a.m. local time Thursday, July 24, 2014 at which time and place they will be publicly opened and read aloud. Bids will be received for the following: Base Bid: The project consists of the installation of approximately 4,000 feet of gravity sewer main and appurtenances, approximately 22,300 feet of low pressure sewer main and appurtenances, approximately 8,500 feet of force main, approximately 290 grinder pump assemblies, gravity sewer laterals, low pressure sewer laterals, and one (1) duplex submersible pump station. Additive Bid No. 1: The Additive Bid portion of the project consists of the furnishing and installation of approximately 3,500 feet of 4-inch PVC building sewer, approximately 320 building lateral connections and decommissioning approximately 320 septic tanks. Each bidder is required to provide a bid for the Additive Bid No. 1. If the Additive Bid No.1 is not received with the Base Bid, the Bid will be considered incomplete and rejected. Contract Documents, including Advertisement For Bids, Information For Bidders, Labor and Employment, Additional Instructions, Bid Documents, Agreement, General Conditions, General Requirements, Specifications, Contract Drawings and any Addenda, may be examined at no expense at the office of Barton & Loguidice, D.P.C., 290 Elwood Davis Road, Liverpool, New York 13088, or at the Verona Town Hall, 6600 Germany Road, Durhamville, New York 13054. Copies of the Contract Documents may be obtained on a Compact Disk (CD) with separately bound Bid Documents Packet from Barton & Loguidice, D.P.C., upon deposit of Twenty Dollars ($20.00) for each set. Any Bidder (entity that submitted completed Bid Forms to the Town of Verona) upon returning such set in good condition within thirty (30) days following the award of the Contract or the rejection of the bids will be refunded his full payment. Any non-bidder (including material suppliers, subcontractors, or those that provide quotes to Bidders) upon so returning such set in good condition within thirty (30) days following the award of the Contract or the rejection of the bids will be refunded Ten Dollars ($10.00). Checks only shall be made payable to the Town of Verona. CASH DEPOSITS WILL NOT BE ACCEPTED. ALL HANDLING COSTS (MAIL, DELIVERY SERVICES, ETC.) SHALL BE THE RESPONSIBILITY OF THE BIDDER. Each bid must be accompanied by security in an amount not less than five percentum (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Labor and Material Payment Bond with a surety company licensed in the State of New York. This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the Town of Verona prior to incorporation into the work of the Contract. The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract(s). The right is reserved to waive any informalities in the Bid and to reject any or all Bids. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by an Appropriations Act grant from the U.S. Environmental Protection Agency. Neither the United States nor any of its departments, agencies or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to regulations contained in 40 CFR PART 31. Bidders are required to take affirmative steps to assure that minority firms, women’s business enterprises and labor surplus area firms are used when possible as specified in Sections 31-36(e)(2)(I through V) of the Federal Contract Provisions. The Town requires contractors to utilize their best efforts to achieve goals for Minority Business Enterprises (MBE’s) and Women’s Business Enterprises (WBE’s) participation on this project. For this project, the goals are a participation of 9% by MBE firms and 5% by WBE firms. The successful bidder will be required to take various affirmative steps to achieve the participation goals set forth herein. The affirmative steps are described within the Federal Requirements and Contract Provisions for the Appropriations Act Grants, US Environmental Protection Agency, Region 2 (40 CFR Part 31.36(e)).
